The first technique is exaggeration which appeared in the last quote. Where it says ‘Rock Ferry Boundary have flooded the authorities’. There is not only one, but two language techniques in this short phrase. There is both exaggeration and a metaphore here. The metaphor is where it says that people flooded authorities with complaints about the youth. It is a metaphor because complaints cannot actually flood anything. The word flood has connotations to everything happening all at once.
